With reference to Your Lordship's telegram

of the 16th February, 1920, I have the honour to forward for your consideration the enclosed copy of a letter received from the Chief Engineer to the Forces in China together with a report by Colonel Young on the proposed acquisition of land at the eastern end of King's Park for the purpose of building Government Quarters and to request that the Army Council may be pressed to give an immediate decision on the proposal.

The land available for building in suitable localities in this Colony is extremely small and the interests of the Colony will not admit therefore of this valuable area being tied up as a military recreation ground or as a park, for which there is no real demand.

There is no question that the military establishments in Kowloon must be moved out sooner or later, I would refer Your Lordship in this comection to my despatch No.104 of the 23rd March and my confidential despatch of the 17th July, 1920) and it would, therefore, be absurd to sacrifice the interests of the whole Colony to

the amenities of the barracks.
